Pensacola anchors the western Florida Panhandle, covering Escambia and Santa Rosa counties, including Gulf Breeze, Navarre, Pace and Milton. Naval Air Station Pensacola, NAS Whiting Field and nearby Eglin and Hurlburt make this one of the most VA-heavy markets in the state, and VA financing is often the best-priced option for eligible buyers.
Home prices are well below the Florida average, so most purchases are comfortably within the conforming limit, and FHA and USDA financing are common in Santa Rosa and rural parts of Escambia. USDA Rural Development loans allow zero down for eligible areas and incomes; eligibility depends on the specific address and USDA's current eligibility map.
Pensacola Beach and Navarre Beach are dominated by Gulf-front condominiums and rental-heavy properties. Many of these are used as short-term rentals and may not meet conventional warrantability standards, pushing buyers toward second-home financing with rental restrictions or toward non-QM products. Wind coverage on the barrier islands is expensive and often placed through Citizens.
Hurricane Sally in 2020 caused extensive flooding along Pensacola Bay and the Escambia River, and flood insurance is required in wide areas near the bays and bayous. Inland Pace and Milton have lower exposure and are among the fastest-growing suburbs in the Panhandle.
Florida charges documentary stamp tax of $0.35 per $100 (0.35%) on the promissory note and intangible tax of $0.002 per dollar (0.2%) on the mortgage, in addition to the deed stamp tax of 0.7% typically paid by the seller. These state taxes apply to purchases and refinances and should be included in any break-even calculation.
